Financial budget
In the course of the budgeting process you get an ordinary budget to cover your operating and personnel costs. The overall budget is granted by the Executive Board of the University and will be allocated – according to the financial management structure – to the particular units by the Dean (within the faculties) or by the Vice Presidents or the responsible Member of the Executive Board unit. Please note that they decide about the allocation procedure.

You get an annual budget that you are required to use responsibly.
The ordinary budget shall cover your basic needs or, in other words, the yearly accounts payable (e.g. consumables, relevant literature, expenses, salaries) within your area of responsibility (e.g. institute, professorship, department). In the course of setting the ordinary budget, achieved earnings will also be considered.
All organizational units are required to stick to the annual budget. By the end of the year, the balance carried forward principle applies within the faculties:
- In the case of a positive balance, 3% of the budget can be carried forward to the following year.
- A negative balance will be fully carried forward to the following year.
On the one hand, the balance carried forward rule thus sets incentives to maintain a fundamentally economical use of resources, but on the other hand it also ensures that funds are used promptly and not saved excessively.
