Planning
In order to ensure our mandate and the resources required for this in the short, medium and long term, our planning is based on various time planning horizons.
With regards to construction projects, we pursue a planning horizon of 30-40 years. In addition to the building specifications (including design plan specifications), our developments such as student and staff growth or changed requirements for research & teaching must also be taken into account.
We aim at an overall financing plan over a 15-year time horizon, based on different development scenarios.
The short-term (4 years) concretization and detailing takes place in the EFP which is done annually in the sense of rolling planning. It flows into the cantonal financial development plan (KEF) in a highly condensed form.
The annually updated EFP summarizes the results from the “Strategic Development Talks” with the faculties and central services units (ZDU) areas as well as the applications submitted by them for development planning, financial, staff and chair planning, and is presented to the Executive Board, the Extended Executive Board, and the University Council. The involvement of the respective persons in the preliminary work on the EFP and the preparation of the proposals within the faculties and ZDU areas are determined by the deans or the respective Executive Board members.
The first year of the EFP forms the basis for the budget, the remaining three years are understood as a statement of intent, as the canton decides and approves a one-year budget.
